1.      Types of Membership

         (i)   Regular Membership

         (ii)  Tenure Membership

Eligibility for Regular Membership:

(a). All serving and retired officers of the grade of Deputy Secretary and above to the Government of India from All India Services i.e. IAS, IPS & Indian Forest Services.

(b). Group ‘A’ officers of equivalent status serving under the Central Government.

                        Regular Membership is further divided into 5 sub-categories:-

a)    Local Member- Member residing in Delhi/NCR is considered as local member.

b)   Outstation Member- Member Residing outside Delhi/NCR is considered as outstation member. For Outstation, member will submit copy of PPO and/ or Aadhar Card. Members in active service are to submit their 'Posting Order' and 'Duty Assumption Order'.

c)    Life Time Member- Members can exercise this option by paying one time life time subscriptions as per their Age Block Table approved by Executive Committee. For outstation, Life time membership, member will submit copy of PPO and/ or Aadhar Card..

d)      Spouse Member-    On demise of member, spouse is entitled for membership till he/she is alive by submission of application alongwith death certificate of the member within one year of the date of death of Primary Member in  GM Office at CSOI, Vinay Marg. Such Cases are to be approved by the Working Committee.  On approval, the Spouse Member has to pay Rs3000/- one time Entry Fee apart from normal Annual Subscription Fee, as other members. No Voting rights for this category. No Dependent Cards are entitled.

e)      Exempted Member- After attaining the age of 75 years and 20 years of membership with CSOI, whhichever is later, the member is exempted from paying the Annual Subscription Fee w.e.f. the succeeding Financial Year.

Registration fee Rs.1,100/- for applying regular Membership which is non- refundable.

ii)         Tenure Membership

            Tenure Membership is further divided into 3 sub-categories:-

  1. 100 Tenure Memberships (AIS), slots on first come first served basis not exceeding 100, for All India Service officers (IAS, IPS, IFS), Deputy Secretary and above, who are on a fixed Tenure Central deputation against any post in the Delhi/NCR for a period of 5 years and maximum for 7 years on the basis of tenure extension.
  1. 200 Tenure Membership (CSS) slots to be restricted for officers posted as Deputy Secretary and above under central staffing scheme ( CSS), for a period of 5 years and maximum for 7 years on the basis of tenure extension.
  1. 300 Temporary Tenure Membership slots not exceeding 300, for officers of the level of Director and above, currently posted in Delhi/ CR under Central Government, who are otherwise eligible for the membership of CSOI, but are unable to get the Membership due to rush of application etc. Such Membership may be granted on first come first served  basis and be limited to a period of 3 years, However, these Members would be eligible for re-induction under this category after a cooling- off period of one year, provided vacancy exists within the ceiling of 300. In case of renewal of membership, the admission fee as applicable to tenure members will be charged afresh.

 

     
     
     
     
     

 

Procedure for Tenure Membership

a). Application to be forwarded to General Manager, CSOI by the Officer seeking Tenure Membership with his present posting order for central deputation, a copy of latest pay slip alongwith relieving and joining order.

b). Application will be forwarded by CSOI for Approval of the Executive Committee.

c). On approval, an email for grant of Tenure Membership will be issued for necessary payments be made in the Administrative section of CSOI.

d). Tenure Members will have to pay normal Annual Subscription and will not enjoy Voting rights.

3.         ANNUAL SUBSCRIPTION FEE

Annual subscription will be paid by the member in advance for the ensuing Financial Year by 31st March. Thereafter, late fee will be charged on payments till 30th September  of the current Financial Year. If a member does not pay Annual Subscription by 30th September of the current Financial Year, the The Institute Services shall be blocked and Membership may be restored by payment of Late Fee as illustrated below. Once 'Deemed Terminated' by the Executive Committee, membership cannot be restored.

LOCAL & TENURE MEMBER (Delhi & NCR)

Annual Subscription Fee @ Rs.6000/- plus applicable GST payable by 31st March of the year, preceding the financial year, to which it relates.


OUTSTATION MEMBER (Outside NCR)

Annual Subscription Fee @ Rs.3000/- plus applicable GST payable by 31st March of the year, preceding the financial year, to which it relates.

LATE FEE CHARGES

NIL                       

If payment is made on or before 31 March of the year preceding the financial year to which it relates.

Rs.500/-               

If payment is made from 1st April and 30th September of the financial year, to which it relates. The services are continued.

Rs. 2,500/-

If payment is made from 1st October to 31st March of the financial year, to which it relates. Institute Services are blocked.

Rs.10,000/-

If payment is made during next Financial Year. To illustrate, if payment for current Financial Year (2023-24) is made during next financial year (2024-25). Institute Services are blocked.

Rs.15,000/-

If payment is made after two consecutive Financial Years. To illustrate, if payment is not made during current (2023-24) and next financial year (2024-25).  Institute Services are blocked.

Note* if payment is not made after two financial years the name of the member goes into Termination List and the member is 'Deemed Terminated' on approval by the Executive Committee. Thereafter, Restoration is not permitted and member may apply for Fresh Membership. Such members on freshh approval are to pay the previous 'Outstanding Annual Subscription Charges' alongwith fresh Annual Subscription Charges and Admission Fee/ Processing Fee/ Security Deposit etc.
